White staining on the brick and what it tells you
Efflorescence is the white powdery deposit left when water moves through masonry and evaporates at the surface. It confirms that moisture is passing through the brick.
Near the ground it usually means soil moisture or irrigation. Higher up, it points to water entering at the crown or flashing and working down.
A dry brush removes it. Pressure washing drives more water into the brick. The repair is to find the water, not to scrub the stain.
Painted chimney brick and the moisture behind it
Where an older chimney has been painted to match the house, the paint can hold moisture in the brick. Spalling and blistering then show up under the paint, often in patches.
Paint comes off old brick by gentle methods only; abrasive blasting strips the fired face. Once the brick is bare, damaged units are replaced and the joints repointed with a mortar no harder than the brick, in line with the National Park Service's repointing guidance.
If the chimney is to be painted again, a vapor-permeable masonry coating lets the brick dry.

Cracks where the stack passes the roof
The roofline is where a chimney most often cracks in movement: the part above the roof is free to sway, and the part below is held by the house. Earthquake Country Alliance describes inadequately braced chimneys as a common problem.
A crack that follows the joints at the roofline, on a stack that has not moved, is repointing work. A crack through the bricks, or a stack that has shifted off line, is a structural question, and it moves from masonry repair to bracing or rebuilding.
