Why a flat chase cover fails before a sloped one
Many original covers are flat or close to it, and water sits on them. Standing water mixed with fine dust and plant debris keeps the metal wet for longer after every storm, and corrosion starts where it stays wet.
A replacement cover is normally made with a slight pitch or crossbreak so water runs off, and a drip edge that throws it clear of the siding. Stainless or coated steel outlasts bare galvanized. Painting over a rusted cover buys very little.
Tracing a leak that appears only in wind-driven rain
Some chimneys stay dry in steady rain and leak when a storm arrives with strong wind behind it. That pattern points to water driven sideways: under counter-flashing, past a gap at the cap, or through siding joints on the exposed face of the chase.
Tracing it means working from the evidence indoors, where the stain is and whether it follows the flue, the ceiling or the wall, out to the roof. When the stains do not settle it, a water test narrows it down: a hose run on one component at a time, starting low and moving up.

Flashing on tile roofs, and crowns without a drip edge
Where the roof is clay or concrete tile, the flashing sits under and around shaped pieces, and a leak there often shows on the ceiling beside the chimney rather than in the firebox. Repairs are more involved because tiles have to be lifted and relaid without cracking them. Caulk used in place of proper counter-flashing is a temporary fix that tends to be found on older repairs.
On a masonry chimney, CRC R1003.9.1 requires the cap to have a drip edge and a caulked bond break around the flue liner. A crown poured flat to the brick face with neither sends water straight down the stack and into the joints.
How insurers tend to treat a slow chimney leak
The California Department of Insurance lists water damage from seepage or leaks, and wear and tear, among the losses homeowners policies typically exclude. A chase cover that rusted through over several winters usually lands on the maintenance side of that line.
Sudden and accidental water damage is typically covered. Your own policy wording is what decides a claim.
