City Planning describes Whitley Heights as lush, hilly terrain north of Franklin Avenue, so the district rules there sit alongside hillside access questions.

The California Residential Code requires a chimney to stand at least 3 feet above where it passes through the roof and at least 2 feet higher than any part of a building within 10 feet. A chimney that met that when it was built can fall short once something taller goes up beside it.
The symptom is a fireplace that drew well for years and now smokes, worst on windy days. Sweeping will not fix that. The options are usually extending the flue, fitting a cap designed for downdraft, or treating the fireplace as decorative, and LADBS decides what an extension needs.
Whitley Heights, Spaulding Square and the other Hollywood HPOZs
If the property is inside one of the five districts, exterior chimney changes such as a rebuilt stack, a new crown or a visible cap can go through City Planning's historic district review. That review can reach work that needs no building permit, so ask before the job rather than after.
Rule 445 lists historic sites and contributing structures in an HPOZ among the exemptions from its limits on what kind of fireplace may be sold or installed. That can matter when an original wood-burning fireplace is being restored instead of converted. It is not a no-burn day exemption, and whether a building is contributing is for City Planning to confirm.
