City Planning says properties in an HPOZ undergo additional review for exterior changes, including some that do not need a building permit. A new cap in a different style, a rebuilt stack or a change of brick can all be visible from the street.
Work inside the flue or the firebox is usually out of sight. A sweep, a flue inspection or a liner repair does not change the outside of the house, although the planning office is still the place to confirm what its review covers.
South Coast AQMD Rule 445 also lists historic sites and contributing structures in an HPOZ among its exemptions from the rule on which devices may be sold or installed. Whether that applies to a particular house is a question for SCAQMD and the HPOZ staff, not an assumption to build on.
